is there a time limit on when you can get a chargeback?
I just got an email from another seller saying that someone who bought from me also bought from them and they used a stolen card.
I did not ship to a confirmed address darn it but it was tracked (UPS)and signed for at a place of business.
Is there a time when i will be in the clear or can this come back to bite me forever?

How did the person that emailed you know the card was stolen? Did he report that to the credit card company? or PayPal? That is the first thing they should have done.


When you receive PayPals You've got Cash, on the bottom where it says shipping information it gives the name, address and if the address is confirmed or unconfirmed. The it says Important Notice:
Buyer has provided and Unconfirmed Address. If you are shiping items to XXXXX please keep in mind that you will not be covered by the PayPal Seller Protection Policy.

Go into PayPal and read their Seller Protection Policy as it is to long to copy and paste. But I doubt if you are protected by paypal but maybe by the credit card company

i know i screwed up and i will only ship to confimed addresses now. but to my question...how long am i liable if it is a fraud? here is the conversation i had with the other seller.

first email:

Did your buyer xxxxxxx ask you to ship item to LA address via UPS? Watch out, this is a fraud!

I have contacted the police and paypal and they both
say I can do
nothing until my case of fraud is actually
confirmed. They cant take the
word of someone emailing me. Crazy. Anyway, I will do all I can.

Here's the email notice I got from paypal:

How could paypal let this happen again and again after
they've learned of fraud? I was contacted by another
seller stating he was the third victim, and the item
was shipped off today.

Anyway, I've filed a claim to the local police
officer, hopefully they can do something about it.

There is no Seller Protection Policy. It is just a bunch of words. My husband sent a $900.00 item to a confirmed address with signiture and ID request, every possible action you can take to assure it was not fraudulent. Backed up with actual phone calls to this scum. Buyer does charge back, from LA, saying that there was fraudulent charges on his card even though it was delivered into his hands, ID verified.
PayPal debits the account, gives a different story every time he talks to them, as to how this will be resolved. The more he talks to them the more they insinuate that the Seller Protection Plan protects no one. We are no out the money and this guy has his hands on a lot of equipment from many sellers, playing the same game.

Be wise and close your PayPal accounts. We now only accept BidPay Western Union for Credit Cards. They actually take responsibility for confirming their customers! No charge backs possible.

if you have your own merchant account,it usually takes 2 months before the merchant is notified that the charge is fraudulent.with intl credit card transactions,it would take longer than 2 months/
in your case,paypal is the one who has the merchant account,so it could take longer depending on how fast paypal pass along the chargeback notice to you.
if other seller has been notified of chargeback,i would say it is just a matter of time you will be notified.

it is up to his cc issuer if they want to let him continue doing this.
what kind of excuse did he give his cc issuer?
someone broke into his home and ordered a bunch of stuff while he was away??
if so,where is the police report??

On a credit card chargeback, the time limit is not decided by PayPal, but the credit card company. Some have a 60 day limit, while some have longer limits
