Hi all,

I have another dilema that I need your help with!

I recently had an eBayer who win one of my auctions. He lives in the UK, which I don't have a problem with because I sell internationally. Well the problem is is that this person claims to have paid through PayPal, his first transaction with them. I have yet to receive payment. This has been going on since 8/15. The following is an email that he sent me regarding his problem about the payment. (I sent him a payment reminder through eBay just to cover my butt so I can file a FVF if I have to!)

"...we have just had a reminder to pay you, and that we should email you, I just wanted to reiterate that we have payed through paypal but the transaction will not go through until we receive a four digit password on my visa bill which is no due for a few weeks, if we had known that we would run in to this problem we would have paid some other way but as it is we don't know how to cancel a transaction through paypal and pay differently, which we are happy to do but don't want to pay twice, as the paypal comes off automatically. I hope you understand that there is nothing we can do until we get a visa bill..."

What is this crap about waiting for a four digit password from his Visa bill? I have never heard of this before. Does it have something to do with the fact that he's an international PayPal user? Am I to wait god kows how long before I get payment? I mean this is ridiculous!!! How do you all suggest I proceed?

four digit password from his Visa bill?

Sounds like they just signed up with paypal. They have to wait for the code before they can use the system.

At this time I would just tell them that they will have to pay you via bidpay.

You should not have to wait because of their time deal with paypal.

So in fact they have not paid you.

Might help if you told them to go and read paypals terms on their website so that they fully understand how this works.

He is a new user and waiting for his code for paypal to work. I would just wait and in a week or so you will get paid. Keeping friendly contact and helping this new user could provide a solid repeat customer which is worth a small wait.

When you sign up with PayPal the first time you register and then they will send you information through the mail by their verified address how to activate the account. I think it takes a week or so. They do that with all their first time accounts because I am sure they check the person opening the account and then check to make sure that the address they have given them is their address. They do that with everyone that opens an account for the 1st time. There is probably nothing wrong with your buyer unless PayPal won't accept them and they will find that out in the letter.

I know there is some delay for newbies on P/P, but ususally only 3 or 4 days. Maybe it works differently on Intewrnational accts. I have had several payments from newbies & it has never been any longer that 5 days.

When I opened my new account (from Canada) and registered my credit card, they did the same thing. They take $1.00 from your card, and when the credit card statement comes, it shows that $1 charge with a 4 digit code under the description for that card.

I was not able to use my PayPal account until I had that 4 digit code.

You could suggest they check their statement online to get the code sooner. But they have no option to pay anyone until they use that code to activate their account.

It is frustrating for International sellers - it's not so simple as signing up and using it instantly. And of course the "instantness" is part of the perceived attraction of using PayPal.

Having just opened an unverified account with Paypal because I do not wish my bank account involved, wonder when I can bid on items on e-Bay where only paypal accepted. Gave credit card number and the account seemed to be accepted immediately - I am in the US. Does anyone know if there is a wait? Paypal's confirmation e-mails did not indicate there was but notice that has been mentioned in this thread.

Now. this is a further question... I am setting up a website to sell my work and was planning to put paypal's shopping cart on it. Will my nuyers have to wait weeks and weeks to make an imulse purchase? That won't do me much good!

My opinion:

It depends on how bad you want your money out of the item you sold. If you just want to move the item, relist it. Your not obligated in any way to wait on a non-paying bidder, and you did not agree to wait. Try and be nice about it, and explain things to the person.

If you got a good price for the item and want to get the money, than wait for it. I highly suggest you have the bidder contact his credit card company and ASK for the number.

I know they will give it to you over the phone. How can they prove that it is really you. Have you ever tried getting your pin number? Only by the USPS will you get it.
