I did too! a NARU user from an auction back in June. I'm curious if it's the same person. It's my first chargeback - he never emailed me to say it didn't arrive or anything else. I don't know what we can do, though, unless you put delivery confirmation on the package and can fax a receipt that says it arrived to the destination to billpoint.

Another reason to use UPS/FedEx/Airborne.

Tracking and package delivery confirmation are free and it's hard to deny that the package wasn't delivered.

Of course the customer can still file a chargeback but they are less apt in doing so with the tracking number and delivery status on the above listed sites.

I use UPS for anything over 2 pounds, but on a video or something lightweight it's just not worth the time it takes to fill out the form on their website, and I doubt someone would want to pay $6.00 to have a video delivered. For as rare as it happens I hate to spend 35 cents for delivery confirmation on every package too. I know endica gives it to you for free, but I have a good rapport with my post office and just drop my packages off in the back and they leave the receipt in my po box. Can't beat that convenience either. This is the letter that I received from billpoint:

eBay Payments has received a chargeback from Visa for the
transaction identified below. A chargeback is a transaction
reversal initiated by the cardholder with his or her card
issuing bank, arising from a customer dispute or processing
technicality.

Buyer's Name: XXX XXXXXX
Buyer's Email Address: mailto:XXXXXX
Amount of Purchase: $ 28.00
Transaction Date: 06/15/2002 20:39 PDT
Item #: XXX
Item Description: XXXXX
Reason for Verification: Fraudulent Mail/Phone Order Transaction
eBay Payments Comments: cbd090602

To resolve this issue, we recommend you take one of the
following steps:

* If you have proof of delivery, please send us a fax
of your shipping confirmation along with a print-out of this email
to the fax number listed below.

* If you have already issued a refund to this customer, please provide
us the refund details by return email or fax. Any supporting
documentation that you possess can help us represent the chargeback
on your behalf; please send any pertinent documentation to the fax
number listed below.

* If the dispute is related to your return policy, please respond to
this email with any information you may have related to the dispute
and provide a copy of your business return/cancellation policy.

We need your response within five (5) days of this email to be
able to attempt representment of your transaction to Visa.
As noted in section 4.0 of the eBay Payments User Agreement,
as a seller you have agreed to accept the final chargeback
decision of the buyer's issuing bank. If no response is
received to this email, including one of the above-mentioned
items, we will debit your eBay Payments account in the amount
listed above plus a $10 processing fee.

Honestly I didnt use Delivery Confirmation from the USPS.

It was a cheap item $24.99 .

I dont know who was claiming fraud the owner of the credit card or the buyer of the item. I got the e-mail from Billpoint Chargebacks.

I sent ebay an e-mail that the transaction occured 2 months ago and buyer never sent me an e-mail about any complaints.

I also sent Ebay Chargebacks that the complaner user was NARU-ED

The user was [email protected]

To those of you who don't want to spend extra money on USPS D.C.

You can print the mailing label on plain paper at the USPS site, and it includes free D.C.

You can print with or without postage, either way D.C. is free!

I understand what you are saying. My point is that it's a little safer using UPS/FedEx/Airboure because of the built in tracking as proof of delivery. In fact I just had a chargeback thru Paypal and once I provided the UPS tracking information the chargeback was reversed. In other words Pappal bit the bullet. Below is the information I received from Paypal and their response once I sent the tracking information and other information requested.

PayPal: Notice of Transaction Review
Dear Xxxxxx Xxxxxxx,

We regret to inform you that you received funds from an account with reports of
fraudulent bank account use. The following transaction is under review

Transaction ID: xxxxxxxxxxxxxxxxxx
Transaction Date: 09/01/02
Transaction Amount: $22.74
Buyer's Email: [email protected]
Buyer's Name: Xxxxx Xxxxxxxx

To help in our investigation, we request that you reply with the following information within 7 calendar days:

1. The item that was purchased and the value of the item.
2. The name and address given to you by the buyer.
3. Whether or not you have shipped the purchase (If you have not yet sent
the purchase, please do not proceed with the exchange).
4. If shipped, the company used for shipping, date of shipment, and tracking
number so that PayPal can verify online for shipment and delivery.
(For transactions $250 or more, sellers must provide a proof-of-receipt in the form
of a signature from the buyer.)
5. Details of any other payments you sent or received that were related to the above transaction.
6. A phone number where you can be reached during the day and evening.

We would like to obtain as much information as possible about the above transaction,
including any email correspondence between you and the buyer, in order to expedite
this investigation. Solving fraudulent cases helps us continue to offer PayPal as
a secure and cost-effective payment service.

Thank you for your cooperation and
assistance.

Sincerely,

PayPal ACH Returns Department

My NARU'd user had a webtv email address. Still makes me mad - can't figure out why he didn't contact me first. I tried to contact him after I received the notice and received no answer back (what a surprise). I simply told him that if he didn't receive the itme he could have emailed me because I have another one, etc. I was very nice - even though I didn't want to be . Probably just a case of someone trying to something for nothing.

Priority Delivery Confirmation from the USPS is free if electronically printed off their website. You can also get Delivery confirmation from the USPS for 13 cents on First Class Parcel if you type the Priority Label and cut off the Priority Part. To use the 1st class DC the package has to be 3/4 inch thick. At least it gives you an indication where you package went and it also gives you a printout for your records. I use it on every package. One thing I do is I never tell my buyers that I am putting it on. I guess they can do a charge back even if they are NARU because the CC company gives them 3 months. You would think that 30 days should be the limit but then I am not running the credit card company.

Ok, here's a question. It seems that the entire online chargeback system is completly one sided, in the favor of the buyer. BUT, what if a seller can prove a buyer is instigating a false chargeback? Are there any repercussions against lying buyers, or are they basically given the message that they've got nothing to lose by making false claims? Would that not be credit card fraud and mail fraud, and has anyone here heard of any cases where false buyer claims were punished?

The entire idea of a buyer claiming there's a problem such a long time after the transaction is to me, utter and complete bull****.

it can take as long as 2 months to hear about a chargeback, you figure the cardholder gets the statement, write to dispute the item,cc company sent notice to your merchant account provider ,then they ask you for more info, then you forward to your provider, they forward to cc issuer and cc issuer gets back to cardholder, then cardhlder say this and that and cc issuer decided and tell your provider and your provider tells you,THIS IS JUST ROUND ONE!!!!
since the cc issuer is the one who decides who is right and who is wrong ,yes, there is a bias toward favoring the cardholder.
your merchant account provider can only lend you a sympathetic ear,do their best to pass your info to the cc issuer .
if your buyer uses a fraudulent card and you are bound to lose ,no card signature receipt ,this is what happens in cyberspace.
if your buyer complains he tries to return the product and you refuse to accept it,your buyer will win the chargeback and keep the merchandise as well.
if he complains product is not as described,he could win the chargeback without returning your product.
if you proved with signature receipt that he signed for the item at the confirmed addr,he can still win the chargeback if he said he did not sign for it and he did not receive any item.
there seems to be a general consensus among cc issuers that indivdidual sellers are just not the same as companies like walmart or costco .
