It appears to be a Ketchup dispenser.

I have seen these before, I think it is a bar accessory, it had small multi colored glasses that set down inside the holes, then I always assumed the decanter was filled with soda water or chaser which you squirted into the glasses after you poured in the booze. Do a search under bar stuff and decanters and I bet you can find a picture of one complete.

I looked up both the ketchup dispenser and the bar decanter.

There were similar items in both although the bar decanter didn't have the little catch tray in the middle.

The ketchup dispenser did have the tray but it was solid instead of having holes in it.

Thank you both for your help.

Hammerchick is correct, it is a bar accessory, and at one time did have small
"shot glasses" or cordial glasses which sat in the holes around the tray. It is Art deco in style and dates to APPROXIMATELY the 1940s. It's a pump liquor dispenser/decanter. There are some parts missing though. The item you bought more than likely sat inside of another piece, and there would have been a cover...also chrome usually. Many times you'll see this piece sitting inside of a big chrome
"balling ball" looking sphere, with either a bakelite or wood knob finial. TRUE high Art deco!...Sometimes they sat (built into) inside of a liquor cabinet... I saw one once inside of a sphere made of marbelized bakelite, made to look like a bowling ball, with a chrome bowler on top...like a trophy!

there was also one that was shaped like a globe and when you raised the top half this sat inside.

anyone who has the other part and not this would pay a good price to get it. my hubby worked at a scrap yard for 40 years and people would take the metal parts of the neatest things and junk them for the metal price.

he brought me home some the most interesting items, such as a large turtle spitoon that you stepped on his head and the back raised up, revealing where the glass spitoon insert set.

I say it looks like a container for a store soda fountain (fits into a hole in the counter). Like you would keep chocolate syrup etc. in and dispense into the glass you were making milkshake in etc.
