I won an auction at the end of August and the seller is in Saskatchewan, Canada. He mailed the small package (value $3.50) 3 weeks ago and it still hasn't arrived. Does it usually take this long and when should I start to get worried?

I am a Canadian seller. I send about 25 items a week to the U.S. There is no answer to your question! It is so variable, last week I had a package arrive in GA in 3 days, and another to CA that took 51/2 weeks. Since 9/11/02 packages can take a long time getting through customs, it depends on how much they are checked, back-up etc. Also this year you are dealing with huge increase of mail, so hopefully your package will arrive any day now.

I've been selling on ebay for 5+ years and have found that the 2 most difficult international mail systems are Canada and Australia. Takes f-o-r-e-v-e-r and I can never figure out why. Easiest 2 are Japan and Singapore.

I have shipped to Canada including BC I live just about an hour away from the border and it took 3 weeks to get to my customer I could of delivered it in a day but I found this to be the norm for things coming and going out of Canada shhheeezzz these are brothers and sisters in the north not shipping to a 3rd world country
