I use a different paypal email addy for each one and both are with the same paypal account. Both confirmed...one is primary...when ever someone clicks on the logo to pay after they do a buy it now it says this on the account that is not primary

You are saying that you sell under two ids:
ID ONE
ID Two
All of the unique email addresses have to go under one Paypal account. The email address which you designated to be primary is linked to ID ONE. The other email address is secondary.
The result is that when you give buyers an option to pay with Paypal under selling ID TWO, the system won't recognize it, because it is looking at the Primary Email Address.
If you are not given a solution from eBay or Paypal, perhaps you can restructure your auctions under ID TWO, so that Paypal is not a Payment Option in going through Check-Out, but instead you state in your terms that you accept Paypal and add an authorized Paypal Button to your auction page for the buyers to click on. In other words, work outside the box on this one.
