Oh geez, I have a real newbie. Within the last 30 minutes she pulled a buy it now on one of my auctions and now wants to recind her bid. Can she do that? if so, how? I think if she does it instead of me, it will save me 10 days of waiting to relist etc.

She can't. There's nothing to retract. The auction has ended and it's no longer a bid, it's an agreement to purchase. If she doesn't pay, handle her like you would any other deadbeat (NPB alert, FVF, relist). If you explain nicely to her the consequences of what she is trying to do, she might pay up. She could be so new that she doesn't know any better.
The light at the end of the tunnel will turn out to be an oncoming train.

Thanks everyone! I have had 3 in less than a week. What is this???? I thought using BIN would be great to use for those holiday shoppers. Now I am not too sure.

Probably. I have one that I have already filed NPB to get a refund of my fees and the buyer now wants to "pay me off" (send me money for to compensate me for the fees) Think I should go for it?

IHO, no, the bidder has made a contract & should be made to take the merchandise or do a NPB on her. We have to wake these bidders up to the fact this isn't a game, it is a business. If they didn't want the item, they should not bid. There is just too much of this going on & the only recourse we have is to punish them by giving them the choice.

Sure, why not. As long as they pay you the full amount of the item plus fees.
I call this a "time waster fee".

Someone tried that "paying me off crap" on me
once too. They bought a monitor for an older
1980's computer, then refused to pay. I
insisted. They PayPal'ed me $5 of the $10 +
shipping (I believe $21 total). I insisted
on balance. They ignored me. I filed FVF.
I left Negative feedback. eBay suspended
them. Then they sent the balance. :^)
Play hard ball and teach them a lesson.
The next guy they would have done that to
will thank you (okay, they probably won't)...
