when I relist an unsold item from AW, does ebay charge me a new listing fee?

From reading the info at Ebay, it sounds like you can only relist from the actual ebay closed items section for the listing to be relisted for free. Am I correct?

They charge a relisting fee (Ebay), but if it sells it is refunded.
