I bought a charm for my wife on ebay...I paid for it the next day (Feb 7th) through Paypal...After 10 days (Feb 17th), I sent him an email asking when I might expect delivery of the item, I got no answer...Sent him another email (Feb 21st)and still no answer...I then looked up his feedback and the guy has 35 negs, most for not sending items to buyers...I've come to the realization I'm not going to get the item...Now my question...I paid on Paypal with my credit card...(I'm an unverified member, don't know if that matters)...How do I go about getting my payment for this item credited back?...Do I have to go through Paypal, or go through my credit card company for a refund on the deadbeat seller?...Has this happened to anyone of you?...Any help would be greatly appreciated...

It happened to a friend of mine to the tune of $1200.00. She had to go through her credit card company to do a chargeback from their paypal account. She did get her money back that way. I believe her cc company made her wait 30 days.
I think being an unverified Paypal member only hurts the seller, they have no recourse against a chargeback if they ship to an unverified member.
good luck to you and let us know what happens.
make sure you give ebay the heads up on this guy including the info on all his negatives for the same type problem.

I think you're getting "confirmed shipping address" and "verified member" confused. Those are 2 different things.

Yes, do a charge back through your cc company... you could also submit a buyers complaint with paypal because not doing so could get your account suspended... no that will not affect your money unless you are a seller too.
I did a charge back and got my money returned...

1st go through PayPal's complaint process. Here's a link Buyer Complaint Process
2nd If PayPal is unable to recover your funds then file a chargeback with your credit card issuer.
It's important to go through PayPal's complaint process first. If you file a chargeback with your credit card issuer and issue a PayPal complaint it will be viewed as an attempt to get a double refund, and will open a can of worms you don't want to open.

uaru is totally right...she did complain to Paypal first and they advised her to contact her credit card company...
I was getting verified address and verified member confused.

paypal would never advise buyer to file chargeback,it would either take the fund out of the seller acccount or if there is no fund,just say sorry too bad.

You should notify PayPal first but be aware that your CC has a deadline for filing chargebacks and make sure you don't exceed that time limit before making a claim if PP is unable to resolve the issue!

You are not required to notify paypal first, just depends how you feel about paypal.
I didn't notify paypal at all... of course I didn't care if they closed my account or not.
If paypal's "investigation" takes too long, you will be SOL with your bank.

Thanks for all your help with my problem...I have taken the advice of "uaru" and filled out the "Complaint Form" (and thanks for the link)from Paypal...I will let it takes it's course and I'll see what they have to say...My credit card company has a 60 day window for questioning charges, so I'll keep that in mind as I await an answer from Paypal concerning the problem...What a neat thing Auctionwatch has here on their site so people can communicate and help each other out...Thanks to everyone for their help and suggestions...
