This has happened twice, where the user blocks a second chance offer. I am really curious why a bidder would even do that. I have to assume they were bidding because they wanted the item, if they got outbid, I would think there would be some interest. Granted, perhaps they got it somewhere else, or decided they spent enough, but what is the harm in receiving an offer?

There is some place in account preferences where a bidder sets up whether the are able to receive second chance offers. If they don't know what that is or just checked the wrong box, they can never receive a second chance offer form any seller.

My solution - email them the offer through Ebay. Click on their user ID, since they bid, you can email them through Ebay. You can even if they didn't bid if you search using their user ID. I forget exactly how I did that, but it can be done.

Tell them that you thought they would be interested, and that they would need to switch the second chance setting in their preferences.

I have had bidders thank me profusely and say that they definitely wanted to accept the offer. Once they change the preference, you can send the second chance in the normal fashion.

Thanks, that is actually what I did before posting here. Figure the worst that will happen is that they get angry at me. I made it clear in my email that I would not consider selling the item outside of ebay, that they would have to change their preferences so I can make the offer through ebay. Figure I should make that clear since I do not want them forwarding my message to ebay and have them suspend me for fee avoidance...
