The bidder backed out. The listing fees were quite expensive (close to $30.00). I relisted the auction, thinking I could request the final value fee and neg the buyer. Since I have relisted, ebay will not let me request the fee because "whoops, the auction is still running."

Anyway around this one?

Makes no sense -- when you re-listed, the new auction has a new number, unrelated to the original auction!

Are you sure a total of 17 days has passed since EOA of the original auction?

7 days to file NPB + 10 days to wait for FVF CREDIT request.

Something don't add up with feeBay's story here...

sounds like you are trying to FVF on the new auction number and not the old one??
