disclaimer: This isn't an instructional lesson in how to commit fraud.
So, I purchase 2 boxes of shipping labels from a seller (who had perfect feedback at the time) via a dutch auction (http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItem&item=2911611882).
I pay next day via Paypal for both auctions together. Two weeks go by and I get nothing. Finally, I get two Airborne Express confirmations from the seller with two seperate tracking numbers. One was shipped, the second one wasn't. I get my package, open it only to discover that it was only half of my order. The 2nd box was never sent.
All of a sudden, several people have issues with this seller and the seller starts getting negged like crazy. the seller has done this scam where they send buyers the tracking info, but never send the package (see his feedback), or don't respond to emails, doesn't ship, doesn't do anything.
So, in comes Paypal. I file a complaint. The seller replies to my dispute by providing the valid tracking number for 1 box, but of course, doesn't provide the invalid tracking number for the second box.
I call Paypal, and was told that the seller did his part, and they would rule in his favor because they don't know if he truly shipped everything in one box, or if it was supposed to go in two. I emailed PP the tracking info on both items, along with an email from the buyer who finally responded that they would send the partial refund once they get the funds in their paypal account. I know they are lying and stalling for paypal to rule in their favor. They have lied to me at least 5 times, and lied to a bunch of other buyers. Paypal basically said that they can't prove I didn't receive the 2nd package or if both auctions were shipped together, even when the seller has admitted he would refund the payment.
I am absolutely furious!!!! The seller lives in Washington (about 100 miles from Portland where I live). I am going to Vancouver WA today to file charges against this idiot. I have several emails from other buyers who have been burned, and they furnished their names/phone numbers as well to into the report.
So boys and girls, think again when you pay for more than one auction together.
I thought I was protected under the buyer protection, but once again, Paypal screws me over.

Thanks for the advice on getting the labels through UPS. That's not the point though. The point is that Paypal continues to protect those who commit fraud. Even when I have done everything correctly, paid for the item promptly, provided accurate information, etc. Paypal still protects them. I am sick of Paypal screwing honest people over.
I have submitted a complaint with the FBI, including the names and email of others who have been screwed by the same seller. My only true satisfaction is that I received one box of labels, and that they may get arrested and charged with a federal crime. In the meantime, they keep my money, paypal gets their fees, and I get screwed.
