I need to do a partial refund via paypal, - user decided they dont want product and I will not refund their shipping cost. I thought paypal would let us do a partial refund, but now the only option seems a full refund. Anyone know how to get around this? I dont want to pay the fees.

Simply send money through PP to the fellow. Of course, PP will deduct its fee from his receipts and he may take issue with that, unless you compensate for it.
Or mail him a check or MO.

What I do is send the refund using non auction goods then you don't have to pay the fees. I don't know if it is legal or not but it worked for me.

If its under 30 days just use the refund button as there are no fees to you to do so.

that won't work trai for a partial refund..clicking the "refund" button refunds the entire payment Wish they would let us put an amount in there!

Then will have to use the non auction tab. I see no reason why one should not be able to use the refund button for a partial refund, now that would be real handy.

Of course refunding using the "non-auction" tab will not recoup your feed paid on the original payment...the only way I know to recover them is to do a full refund via the "refund" tab..maybe tack the PP fee on to the s/h to get them back?

Just subtract the fees before refunding.

that's what i meant to say trai (unless toben has agreed to refund in full less shipping and handling - that might get a little sticky)...but i must be hungry! I see i said "feed" instead of "fee" lol

I was reading on another board where someone refunded like this. THEN the buyer came and did a chargeback. Paypal took the money out again, as they had no proof they actually refunded the money on this transaction. Since the refund was sent as a separate transaction not attached to the auction payment. They appealed and Paypal still ruled against them.

when you enter the payment amount, right under that is a drop down menu for the type of payment, that is where the non auction item is.

Non-auction will not avoid fees. Are we dealing with a bunch of idiots here? (neglus excluded)
