***Coming Soon: Shipping Calculator***
In the next few weeks, we will be introducing our shipping calculator, which will make it easier for sellers to include shipping costs in their listings. Including shipping costs is important since it makes the process of bidding and completing a transaction easier, it reduces emails between the buyer and seller, and it gives buyers confidence in the transaction.
Not sure if this was mentioned here already but I just saw it on the Announcement Board. There are FAQs and a Tutorial here.

"eBay can then calculate shipping rates based on the buyer’s zip code and the service selected. Insurance rates can be calculated based on the final price of the item."
I won't use it. I always put a flat shipping fee in my auctions - less confusing and it doesn't depend on where the buyer lives. Once the auction is over the buyer knows his total cost (I always email him with it anyway). Most times the buyer pays me with PP before I get a chance to email him!
I also include an optional flat insurance fee. If it goes high, I pay the difference (the time saved is worth it).

Ebay seems to be working very hard to cut down on the rampant fee avoidance due to super inflated shipping costs by bidders.
