Ok. I have a problem. I'm fairy new and this is my first bad transaction.
Woman won auction, went through checkout said she would send M/O. Ten day after auction I email her to ask where the payment is, no response. 14 days after auction I send another e-mail requesting immediate payment. 16 days after auction I offer the item to second highest bidder who pays immediately. 17th day after auction I get an e-mail from fist bidder telling me payment is in the mail. I email her back telling her she is too late and I will return her money order.
Turns out she priority mailed me the payment and now wants the fee she spent to send me the money order.

Well I don't know if your wrong or not but it it was me I would refund her money plus the charge for the money order. I think you should have gone through the non pay bidder process but to each his own. I never give a second chance to a auction that has been won by someone else. I go through the process and end it with mutually agreed upon and then relist.

Can you get another one of the items? You have her money, use it to buy another of the itms and make some on both.

You didn't do anything wrong and I think you were patient enough. I would return her money but wouldn't pay for her fees.
I usually wait 10 days and then send ebay's payment reminder. If I don't get a response to that in a couple of days I file a non-paying bidder alert. Before doing that I check to see how many other items they have bid on and I also check their feedback.
Sometimes when I file the NPB I write them a nice letter and tell them I have to do it in order to recover my fees and that I am only following ebay's rules. If they don't respond to that within a day or so I offer it to the next bidder or I relist the item. I seldom get a deadbeat but I have had slow payers.
When they receive the non-paying bidder alert the e-mail from ebay will say Remember: Your seller is under no obligation to "hold" your item since much time has already passed.

If you have in your TOS (terms of sale) that payment has to be received by a certain number of days, say 14, then you are completely covered. It's a good idea to set a limit for cases just like these. Then you can file an NBP when that time has been exceeded and move on.
In this case, I'd just send back the MO. She didn't respond to your e-mails and was acting just like a potential deadbeat. However, you are risking a neg, depending on how nasty she is, if you don't refund the postage. Personally, I wouldn't. She could have sent it regular mail if she had the courtesy to e-mail you and explain. You didn't make her do anything.
