Has anyone else heard about eBay/Paypal getting a program that will locate the person? That way a person located in a country that has high credit fraud, won't be able to bid?

do you mean blocking anyone with IP address showing they are from mars??
they can easily do this thru buyer registration,just say no to certain countries.

Apparantly, PayPal can trace to the exact location of the person.

For an example, if I am residing in Brazil but my registration is US, the system trace my location, to tell I am sitting in Brazel, not the US.
