After 12 days and 3 unanswered emails, I filed a NPB Alert with ebay for a small jewelry item.
The next day I get an email with just the number and this "Is the shipping truly $30.00? I don't believe this is correct?" - It's my NPB so I write back "It isn't - SHI is $3.50 as listed in the auction - Where are you getting $30.00?"
Then I get "under shipping and payment details to pay it comes up $30.00 for shipping and handling on the screen that shows I won the item. $3.50 is OK but not the $30.00." So I write back and tell her I don't use ebay checkout so I still don't know where she is getting the figure from.
2 more days and still no payment or new emails - so I sent another email asking her if she plan to pay or what???
Then another day and I get "I tried to pay again tonight through paypal. It is still coming up with a $30.00 shipping charge for this item. I can mail a check if you provide me with address."
I checked paypal and no shipping listed there either?? I don't use there EOA either. Do these people think we can't read. No way I'm taking a check now???
Think I'll send her a paypal request for payment and charge her the $30.00 for Pain and Suffering? lol

It does not matter what pay pal says you HAVE to pay, just click non auction transaction and send the correct amount. You can send money to ANYONE for ANYTHING. It does NOT have to be just for an auction on e bay. I get these similar sits. Problem solved.

If I have to send money or refund I use service. No charge there. Not for eBay auctions though I use ebay auctions.

Frankly, their "oh, well" approach and lack of response makes it sound like another NPB excuse...something to string you along. I'd send a PayPal invoice for the correct amount, with a note that payment must be made by a certain date. I'd also promptly file for the FVF credit regardless of any "excuses."
