I was told that the Seller can get the buyer to pay the 3% charge for paypal transaction. Never heard of this. Is it possible and how?

Dont think so! I add fifty cents handling to each shipping charge to cover mine since 75% of my buyers use Paypal.
You can't call it a Paypal fee though and I am pretty sure there is no way to tell Paypal to charge the buyer as that is against CC rules.

I think it is against PP rules to charge the fee to the buyer...I know once I listed some "bargain basement" cards (it was under $1 eBay free listing) and I said in my TOS: "NO PAYPAL..but if you MUST use PayPal, it would be NICE if you included a 50 cent PP fee with your payment" - or something to that effect. Wouldn't you know - one of my buyers reprimanded me on it! I haven't even thought about tryng it again, though it is tempting when, with low ticket (ie $5.00) items, the PP fee is almost 10% of sale price! GOUGE!! I think, in fact, you can't even say the PP fee is built in your s/h - all fees supposed to be recovered in the sale price.
And THAT is illegal while EBAY turns its head the other way and lets sellers charge $7.00 s/h when the actual shipping is $.95???? GO FIGURE!!
