Dear Paypal Damon,

If you are still answering questions on this board, I need some help. I paid with for some goods with my Paypal Mastercard debit card. I made several payments with my card to the same company, and they have failed to deliver on half of the order.


I need to begin the Paypal Buyer Complaint process and don't want to have to contact MasterCard to file the complaint and have my Paypal account frozen while this is pending. However, when I entered the transaction ID# into Paypal's dispute claim form, it rejected it saying it was invalid. I need some advice on what to do. Thanks in advance, Damon (or anyone else who has been thru this).

Has it been longer than 30 days since you paid for these items? If so, then you are past PayPal's chargeback time limit. You will have to file the chargeback with the credit card company then.

It's a DEBIT CARD & the RULES be far different than with a CREDIT CARD -- different LAWS apply & you basically have NO CHARGEBACK RIGHTS!

You DO have the right to file with PP under the BUYER'S PROTECTION PLAN -- but, if it's over 30 days, ye be SOL! You're also SOL if the seller has no moola in his account!

THEN you want to file with the FBI/FTC site a fraud complaint!

I did that against one of our illustrious VD BANNER AD BOZOS & the local police dept got my money back for me

Call the number on the back of the card for any disputes.

Hey all,

Thanks for your advice and help---this transaction occurred about 24 days ago (that's why I'm in a hurry to get things filed before the 30 days are up).

Actually, I used my card as a CREDIT card for the purchase so I could get my 1.5% cashback. Are the chargeback rules for that different than if I would have used it as a debit card, and if so, why? Would Mastercard be the one to talk to, since they are the issuer of the Paypal credit card? Again, I don't want my account to get locked up while this is investigated.

Since I used the card as a credit card, is that why I can't seem to file my complaint on Paypal's website? Thanks again for your help, I will call the 800# on the back of the card.

Yes, some DEBIT CARDS (PP's included), you are allowed to use sometimes AS A CREDIT CARD -- HOWEVER, FEDERAL LAW says it is still A DEBIT CARD A DEBIT CARD A DEBIT CARD! AND a specific FEDERAL LAW applies which IS DIFFERENT THAN THE FAIR CREDIT LAW!

It's called something like THE ELECTRONIC DEBIT LAW or something like that & it covers DEBIT CARDS DEBIT CARDS DEBIT CARDS -- which give you VERY LITTLE CONSUMER RIGHTYS!

CALL PayPal & they will assist you. MASTERCARD will do nothing for you, since it is a...

The paypal debit card is not backed for you by a line of credit from Mastercard. You can facilate your own funds as a credit through the mastercard system, but they havent extended you any credit as such as a regular bank would through a mastercard. Like Tom said, its still just a debit card to your paypal funds.

Sorry,
I missed the debit card part and the PayPal part. File with PayPal asap. Get it resolved, then dump the paypal card. You will find you will have more problems with it than it is worth.

FYI there has been a few times that I have had to call up my financial institute and have debit card charges reversed. They were not PayPal or auction related charges.

I think Tomwiii is wrong on this one.
If you pay using it as a credit card (without the pin) it should have the same rules as any mastercard.

Read the FINE PRING...

"*Selection of benefits on your card may vary by card issuer. Please refer to your issuing financial institution for more details."

Some banks offer SUPER-DEBIT cards, such as Bank of America, in which the bank (NOT VISA or MC) extends CC protection to its debit cards -- however, if ye read the fine print, the bank also says they ain't obligated to do so & can discontinue at any time!
