this seller charges for her buyers to use PayPal. Well, not only does she clearly state there is a 5% fee to use PayPal, she goes even further to provide an example of what the total price would be if the selling price was $15.00!

hmmm, and just checked out her other auctions - actually just one other auction running right now - and she only charges 3% to accept PayPal on that one.

Am I misssing something or is this still against eBay and PP policy????

Yes, it is! All it would take is for one of their bidders to turn them in.

I wonder if this is the same seller that stated in one of her auctions:"You can use paypal if you pay my paypal fees".
(I should have brought that one in here)

It would have taken far less effort to turn this seller than to post here.
If you really want to make a crusade out of turning in these illegal auctions you can place various combination of "paypal fees" and such in the search engine w/ descriptions and find hundreds of them and turn them in too. That's all ebay would have to do to find them but they will not do that and will only respond to other ebayers turning in these auctions instead.

You know, Ace...I posted this pretty much for entertainment value, not because I am on a crusade. If I were on a crusade, it would be to raise money to get you an attitude makeover...I read thread after thread where you get off on belittling posters and posting your sarcasm-laced advice.

Wgm, I dont think he meant that toward you.
Not that I can read his mind; but I read it as just a general statement. I think Ace is very resolution oriented and was bringing that to the topic of illegal selling practices.

For all we know it is one of your competitors. That has been done here before.

I went on a crusade about three years ago and turned in a few hundred of these paypal fees sellers but realized that if ebay doesn't care then why should I.

Hi, If I am not mistaken I believe you are allowed to charge credit card fees in Europe, and this account is From Waterford England so it may be acceptable coming from the United Kingdom. I am sure I read this when pay pal opened its services to Foreign countries.

It is LEGAL in the UK to charge a SURCharge for CC use -- therefore, PayPal had to amend its TOS to acknowledge this fact -- however, UK sellers are ONLY allowed to charge this surcharge to UK bidders!

Notice Date: July 10, 2003
Effective Date: July 25, 2003
PayPal's No Surcharge Policy has been updated to clarify when surcharging may occur in the United Kingdom. Section V of the Payments (Sending, Receiving, and Withdrawals) Policy describes the conditions under which sellers residing in the UK and listing items for sale on a UK-based website may impose a surcharge (a fee to the buyer for accepting credit card payments).

The conditions are:


Both the buyer and the seller reside in the United Kingdom;


The purchase price is paid in Pounds Sterling;


The surcharge imposed by the seller is no greater than is necessary to recover the receiving fees incurred by the seller; and


The seller clearly indicates to the buyer prior to the buyer's submission of a bid or (in non-auction transactions) prior to the completion of the purchase that a surcharge will be incurred, and the amount of the surcharge
PayPal continues to discourage surcharging as it believes it is detrimental to both buyers and sellers. We will continue to evaluate the effects and incidences of surcharging on our community over the coming months and may continue to revise our policies on this issue in the future.

Thanks Tom, I did not realize it was limited to the United Kingdom nor did I realize that both the buyer and seller must reside there. I learn here everyday.

Dang...I wish I had a smart dog like Ralphie. I bet he does most of your work for you so you can come in here and brag. Good for Ralphie, but better for you. Keep Ralphie working, but at least give him a treat now and then.
