It's a poodle pen holder and letter holder only yours is missing the wire on the back. I have sold several and I think mine had a top hat. Otherwise scissors? might fit on it's head. And others have a pincushion on their back and a thimble on their butt.

(face glowing a brilliant red) - but it looked like a candleholder to me! I didn't see the butt place before - now that I see it doesn't look like so much like a candleholder anymore

Curiosity got the best of me so I looked on ebay some more and I see the original one had a sponge on the head.
