I offered a second chance the other day. He never responded, and I recieved one of ebays "Item did not sell" notices today. My question is- does ebay bill me for the offer as if it were a buy it now?????

Ebay only charges you for the second change listing when the buyer completes the sale. If they don't buy, as in your case, there isn't any charge.

What happens if the buyer does buy but never follows thru. He bought and thats the last I heard from him no more contact. Can I do a non paying bidder and FVF??
