During the depression years the Lotus Glass Company of Barnesville, Ohio decorated blanks from other glass companies such as Fostoria, Duncan & Miller, Heisey and Cambridge.
They would band them with 24 K gold or sterling silver. I'm not sure but your piece could be one of those.
