If I bid on an item that does not offer paypal in the auction as a form of payment, but then the seller does offer paypal with their EOA notice apparently transaction fees can be added.
Or so have been told by a seller.
I thought I would ask the vast body of experience.

The seller is wrong. You cannot add a surcharge for accepting Paypal. The seller can add a shipping/handling charge to cover the fee that Paypal charges.

Technically, it is against the rules.

However, since nothing was mentioned on eBay's own site, I doubt they can do anything about it.

Since Paypal wasn't even "officially" offered, you proabably ought to just pay the fee and move on or use a different payment method.

Maybe the guy's doing you a favor by accepting it when his auction said it wasn't offered.

Faulty logic!

EXCEPT for UK sellers charging UK bidders, NOBODY is allowed to add a surcharge (per se) for PayPal pmts!

Good way to get yer PP account closed

The key here I would think would be PayPal, not Ebay. If PayPal says no added fees from sellers, then the buyer has no obligation to pay them. Seller can always neg the buyer for some bogus reason though, although it's unlikely unless buyer has already left FB.

Okay, on the subject. I've been putting in my EOA message that for items ending under $15 I prefer check or money order but that is not mandatory.

I've been pleasantly surprised to see how many buyers of low-end items have e-mailed to ask if they could pay me an extra 50 cents or a dollar and use PayPal anyway. I've always said yes, making sure they know it's not a mandatory fee.

I have had a Manditory $5 minimum on all my auctions for awhile. I decided to only accept paypal funds with a new Paypal account and it has been a pain so far with 3 people trying to pay by credit card. Oh ell, dammed if you do or dammed if you don't!
