If you pre-schedule your auctions to launch on eBay at a specific time, and then cancel those Pending Auctions before they actually launch on eBay, do you still get charged?

You wouldn't be charged by eBay.

no charge, as they did not get launched to ebay as a auction

No fee what so ever....
