I've looked and looked in PP and can't find anything on this...but can you BLOCK someone from trying to pay you with PP? I can't believe this but it's costing me $2.00 just to refund this payment and I don't want to accept anymore $$ from him.

He is not a newbie, he in facts sells but he lives in Canada and he has a Canada address and has quite a few negs. He paid US shipping and it was clearly stated in the auction that this is a very heavy item.

I will email him why I'm refunding his payment but unless he coughs up what it's going to cost to ship to Canada, I don't want to have to keep refunding his money @ $2.00 each time, I'd just rather block him from paying PP.

Why does it cost you $2.00 to refund a payment?

I don't pay anything to refund payments through PayPal - actually have done at least 10 this morning (don't get me started on some of the latest buyers! LOL)

Is there any cost to use the PayPal refund feature?

No. There is no charge to send a refund using the refund link.

So what is that? He had $2.00 in his account?

Now that my blood pressure is down a little I see where I can just block payments from non verified addresses, which he has. I've been meaning to change that one anyway.

Ok, now if I can write a nice calm letter to him.........

The $2.00 is the PayPal fee refunded - they divide it out into net payment received after they take their cut. The gross amount refunded is the total of the payment he sent you

Jeez, he emailed me and whined about the shipping costs and tried to negotiate a half price shipping cost. There is no way, even if it was sent slow boat to Canada, that I could ship it for the amount he wanted to pay.

I sent him a copy of my TOS and said I have refunded his money and will relist the item.
Thank goodness for the TOS line that says:
"I reserve the right to cancel bids/transactions with users who have hidden feedback or a poor feedback history."
(which he does, have poor feedback that is)

I blocked every conceivable payment to PayPal that I can for the moment, then I'll go back in and change it, even though I will not change the shipping to an unverified address, which he has.

If he had simply asked me "how much is shipping to Canada?" he wouldn't of p***ed me off so much instead of trying to just slip that payment in. And then to try to negotiate a reduced shipping fee! I'm putting an end to this nightmare before it goes any further.

I can see what would come next "would you put on the customs form this is a gift? or Would you put on the customs for this is $XX instead of $XXXX?" And then he'd probably get it and claim it didn't work or something and file PP.

A lot of sellers have bad expierences with Canadian buyers. I've found that there are good Canadian buyers and bad Canadian buyers.

I've never had a problem with a Canadian buyer before. They've always been very nice. Although I do have to admit I have to live with them for 6 months out of the year and I do have a little prejudice built up. They are called "snowbirds" down here and they come and vacation and have a rude reputation for the most part. They run over you with their buggies in the store, fill up their pocketbooks with the buffet food and try to...well. I won't go there.

But then I see what this guys problem is~
Here's one of his latest buys:

"You are bidding on brass pipe screens. The screens are size .812. A new screen in that old pipe will make your smoke much more pleasurable. It's always good to have an extra screen around. No one like to take a puff and end up with ashes in the mouth, and with this many you can make sure your friends have a great smoke also."

Here's a feedback he left on a computer buy:
"OK seller, didn't follow instructions for customs but still very good"

gee, wonder what instructions those were?

"Hello! Please send off XXXX ASAP, and declare as a gift with marked value as about 10$ to avoid customs costs. Thank you!"
