When mailing in a small(4x7) padded envelope, or bubble mailer is the rate the same as using a regular enveleope. Like if I mail a baseball card will it cost just 37 cents? What about a piece of costume jewelry

It depends on the thickness. Usually there is an extra charge as they consider bubble packs non-machineable an extra .12 or .49 for the first ounce and .23 each additional up to 13 ounces.

The problem with using the very small bubble mailers is the lazy folks at the mail processing centers oftentimes process then through regular envelope processes methods and the small items get accidently damage.
You see a lot of feedbacks that say stuff like " necklace was dented or damaged " or " bubblemailer was torn and jewelery was damaged ", etc. Additional, when the seller charges $3 or more s/h and it the item comes damaged in a very small bubble mailer with a 74 cent stamp or meter on it the buyers tend to leave bad feedbacks.
