On December 17, 2003 10:59:00 AM,
I started the thread "PayPal chargeback (my first)"

At that time, I was told by two different PayPal
reps that I did NOT qualify for their Seller
Protection Plan. As such, I notified them that
they should NOT proceed with fighting the chargeback,
as I saw NO sense in paying a $10 fee if I wasn't
even covered. I also faxed them a copy of the
Delivery Confirmation for that item (which I
sent just so THEY knew I had sent the item and it
had been received, and I told them that) and on
that fax I wrote a note saying, again, to NOT proceed.
So thats 2 phone reps and one fax saying DO NOT PROCEED!

Today, I received this:

And the money is back in my account. Confused, I
called them right away. The first rep was rather
rude (I was talking to him and he was talking to
me, but it was clear he wasn't listening to me). I
asked to speak to a supervisor. He was reluctant, but
I eventually got him to connect me to one.

Her title was "Team Leader", whatever that means, and
she was helpful, but like all PayPal (and eBay) reps,
they aren't REALLY looking out for you, even though
you pay the fees that pay their salaries.

Basically, an hour of conversation came down to her
telling me that even though I told them three times
to NOT proceed, they decided to do so anyway. They
also decided that I WAS covered under the seller
protection plan after all. So they will fight it
out with the CC company over the chargeback, and I
MIGHT get charged the $10.00 fee and could still
lose the original money they took and gave back, if
the challenge fails. Again, I asked them to NOT do anything!

She did inform me that in all her time there, she had
NEVER seen them put the money back in a seller's account
that fast (just under 3 weeks).

I did insist that I had said no to proceeding, and she
ended up telling me that if I should be charged that
fee, I can call her back (extension provided) and she
will PROBABLY credit it back. WOW! Thanks!

Since the incident, another seller has e-mailed me to
tell me that he also was the victim of the same bidder,
in the same way, around the same time, only for more
money. Again, the bidder waited two months, confirmed
delivery, then a chargeback.

I downgraded [sic] my account to Personal, and have
since spent a LOT of time denying payments from people
who ignore my auction TOS stating no Credit or Debit
card payments. Other than that, no big drop in sales.
Western Union Auction Payments is also getting a LOT
of new business. :^)

Thanks for the followup, (which sanmar, is what this is, A FOLLOWUP...not a #*!@ session)I often wondered how everyone's chargeback's have turned out.
I hope everything continues to go good for you and reading everyone's posts about problems with PayPal is definately making me take another look at accepting PP payment. Thanks again for the info!

Glad things are getting straightened out! You say that you keep having to refuse credit card payments that come in. Have you checked your auctions to see if the PayPal logo is still there? If it is, you need to go to your PayPal account and turn off the automatic insertion of the logo that shows all the credit cards you take.

zathras: Looks like PayPal will "help" you whether or not you want their "help".

I think you will get the $10 PayPal fee back if they proceed with the chargeback. In my case, where they initiated a chargeback on my *Personal Account* for a credit card payment that was never claimed, I was refunded both the $10 fee and the amount of the chargeback.

It did take a few weeks, though, and I had given up on them.

I think their initial response to many of these problems is wrong because they're trying to handle it with computer-generated form letters. It takes an investigation by a human to bring a final resolution, which looks like what will happen in your case.

Hope it's resolved soon.

Thanks to all, except sanmar (geez). I was
just posting an update on the situation I
posted about in mid-December. Fluffy, I
did see your other thread, and I am glad to
hear that you got your money and fee back.
That was above and beyond my problem with
them. How they could do that for a CC
payment not claimed on a Personal Account
is beyond me.

I'm giving serious thought to going back to
a Premier Account. I am spending WAY too
much time denying payments. Don't get me
wrong, I like not paying the approximately
5% in fees I was paying, but since almost
all of my bidders want to use PayPal (using
a CC or DC) I feel like I might have "cut my
nose off to spite my face" by downgrading.
I'm really torn on this, but need to decide
quickly. If I go back, I can't downgrade
again (although I guess I could close the
account and open another one).

The funniest thing is, I was JUST about to
set up my auctions to require payment via
PayPal to use BIN, then this happened! My
natural reaction was to pull back. While
sales haven't dropped off too badly (a little
bit maybe), the rate at which I am being
paid has dropped quite a bit! SLOW is the
key word here. Some who paid with CC at
PayPal and had it returned haven't sent
payment again (via any of the other methods
I list). Some aren't even replying to e-mail.
You can see the damage one scammer can do!

Have you considered setting up a second account as a premier account? People who are doing balanc transfers can pay to your personal account, Credit Card payments go to your premier accout.

zathras: You can have a Personal Account and a Business Account. I now have one of each since there were a few things I wanted to do that I could only do with the fee-paying account.

I don't know if you could do that and then redirect your regulars to pay the Business Account. There's probably a rule against that or something; I haven't checked. I'm using the Business Account for non-eBay stuff.

Wow. Thank you both. I was unaware that
you could have two accounts, at different
levels of service. I think for now, I will
upgrade [sic] my account back to Premier
and then open a new Personal account.
Interesting that they charge you at the
Premier level even if someone pays you from
their bank account or PayPal balance, but
you can't take CC or DC and just pay a fee
on those at the Personal level...
