From the eBay Announcement Board

***Partial Refunds Through PayPal*** Date: 02/13/04 Time: 01:21:09 PM PST

Members have often asked us for the ability to issue partial refunds through PayPal. We are pleased to announce that this will be possible on the PayPal site as of today.

Prior to this change, when an eBay seller wanted to issue a refund to a buyer through PayPal, they had to refund the buyer's entire payment. Now, when a seller issues a refund, they will be able to select whatever amount they wish to refund, up to the total amount of the payment.

Sellers can make a full or partial refund to the buyer by:

Clicking on the History tab in their PayPal account.
Clicking on the “Details” link for the appropriate payment.
Clicking the 'Refund Payment' link at the bottom of their Transaction Details page.

Please note that the buyer will still have to choose to accept or deny the refund within 10 days from when the refund was issued.

Regards,
eBay

Partial? I just taught myself 3 days ago DO NOT refund when they short change, just ask for the balance due. When someone sends me $65.00 and shorts me the Postage amount,NO way Am I gonna refund the full amount, NOW, they can BACK out. Grab what you got and KEEP it. It's NOW in their court to SEND their BALANCE due.

It's gettin' tougher everyday.

Jack

If they short changed you and you did not send the entire amount back so that they could now resend the proper amount you would pay two fees to paypal
This would amount to two payments.

Hope I did not misunderstand what you posted.

***Updated: Partial Refunds Through PayPal***
Date: 02/13/04 Time: 06:27:29 PM PST

As announced earlier today, members are now able to issue partial refunds through PayPal. Prior to this change, when an eBay seller wanted to issue a refund to a buyer through PayPal, they had to refund the buyer's entire payment. Now, when a seller issues a refund, they will be able to select whatever amount they wish to refund, up to the total amount of the payment.

Note: We are aware that currently, when a partial refund is made, the payment status is being marked as "Unpaid" in My eBay and elsewhere on the site. We hope to have this corrected within the next week.

Regards,
eBay

This is great, I have so many people overpaying, and I don't want to send a refund with a new transaction because they may have to pay. I just refunded someone recently who underpaid and now I have to do a NPB - I may take your advice on that Jack, at least he would be motivated to send the rest, and it only would cost me a little. Heck, I could just add those fees indiscreetly if I really wanted to since they usually involve a foreign bidder with more shipping...
