Do not know specifically without more of a context.
Some computer code works with Netscape, and my guess is smacks of Netscape means it appears to have Netscape in mind for best viewing.
"Smacks of X" might normally mean it is suggestive of x, or is similar or has a suggestion of x.
Example, if you ate some type of wild meat, you might say. It smacks of chicken.
If an auction smacks of Netscape, it might have some characteristics that reminds someone of something in Netscape, or appears to be designed with Netscape in mind.
