I bought a post card from a dealer who was listed as from Israel. When his email came it had a .ru extension and sure enough the post card came from Russia. Don't know why but it was a flawless transaction.

Possibly the Russian seller is working with a friend or relative in Israel or the V.I. and has them listed as the official address so they can accept Paypal and Bidpay.

I find that bothersome as well. Since Russia and all of its cyber criminals are finding less and less stooges to scam they are finding workarounds and claiming they are from other areas. You know better to buy a $500 plasma TV from some guy in Russia who accepts only western union payments but would you be as cautious or sceptical from buying it from the British Virgin Islands?
Many carribean countries have very lax or extremely outdated laws leaving lots of room for criminals to create vast empires of fraud and resources to hide money.
Nearly all online casinos are based in the carribean. As are hosting companies for porn. So close to the US yet so untouchable by US law.
Many mid sized US corporations have their *cough*CORPORATE OFFICE HEADQUARTERS*cough* in the carribean to side step paying taxes.

i did some research, the email addr is [email protected]
and i searched for land.ru and it is a russian website of intl news and russian news,it is possible they offer members email id just like yahoo and hotmail.
now this person with such email addr registered on ebay as residing in virgin islands in a city which does not exist in virgin island.
i have a hunch this person is not in russia or virgin islands.
i reported this to ebay,i wonder if they really care,as he bidded on my items but his email is not bouncing.

today is not my day,i live in an area considered rural and we have clusters of mail boxes on the street.
i will leave the packages in the empty mail box for mailman to pickup.well i have a long box which does not fit so it sticks out by a mile!!and i left another smaller box in another mail box with a note for the postman.
well,in 30 minutes,i went back to check, and the long box is gone and the smaller box was torn apart but the thief cant seem to feel if there is anything in the bubblewrap so he did not take it.
now i took out u-pic insurance for the long box but if this is stolen, usps would not even show the dc tracking info online,so would i get reimbursed??
the long box was ready to ship yesterday but i just dont feel comfy leaving it out,now what makes me do something so stupid today??

Not that it matters because your person is probably not really located in the Virgin Islands, but the VI is an official US territory governed by US laws. (postage is also US postage)
edited to add: I am not posting any more tonight!! lol..missed that this was from BRITISH VIRGIN ISLANDS..DOH! I must be having a severe blond attack!

No, the Postal service won't pay and I doubt if Upic would either. It was never shipped. Today probably would not be a good day for you to by a lottery ticket. I'd wait till tomorrow if I were you

once my regular postwoman even suggested i leave the boxes on top of the mail box structure!!
well,it is stolen from a mail box which is property of post office and so it is mail theft.
i looked up the u-pic site on claims,i have to wait 30 days to file if item is lost, well i guess it is lost??
all they require is for me to produce the invoice and for the buyer to sign that he never get it.
but u-pic always said-we are cheaper than post office as we dont have to insure everyone,so here is one black mark against me!!
now i have to get back to work, watching a bidding war between the guy from virgin island and the guy from khyzastan ?? who turns out to be in NYC.
i agree,no lottery ticket for me tonite.
