Back in November 2002, I was high bidder on a $90.00 eBay auction that I paid with PayPal, but unfortunately UPS lost it in transit. The seller didn‘t want to refund me until she received her refund from UPS (which ticked me off) so I thought no problem, I’ll dispute this with PayPal. However I forgot to do this until it was a day or two after 30 days. No problem I thought, I’ll dispute it on my DiscoverCard, which I did. However a few days later, I received a letter from DiscoverCard stating they were disallowing my dispute with something to the effect that PayPal was a third party to this transaction, blah, blah, blah. I didn’t keep the letter and don’t remember exactly what their reasons were for disallowing my dispute other than it had to do with PayPal. I immediately started using Visa for my PayPal purchases.
Last week, I received a letter dated July 14, 2004 from DiscoverCard in regard to this transaction. In brief, the letter stated:
"Our records indicate that we may not have resolved this dispute to your satisfaction. Since Discover Card is commited (sic) to superior customer service, you now have the right to re-dispute a PayPal transaction that you disputed in the above referenced period, which related to goods that you did not received as promised."
My thinking is that DiscoverCard must have been sued and lost. Why else would they have sent this letter (aside from their "superior customer service".
BTW, the seller mailed me a refund check nearly 3 months after I paid her.

Contact DC and tell them that you get better customer service from Visa AND a better interest rate. Maybe they will make an offer....
That's awful. I've never had a seller not refund me right away once they've learned a claim was filed with UPS.

I've read comments on the eBay chat boards that Discover and American Express were treating credit card payments made through PayPal as cash advances and not as charges and wouldn't honor chargebacks.
I don't know when, but yes, something did change. There was some sort of action - I think Eliot Spitzer got involved.
