I bought an item and paid for it the next day via Paypal. The listing stated it was to be sent via Priority Mail and the shipping charge was $3.85. I also paid for insurance for the item ($1.30). Eleven days after paying I received my package. It was sent via first class mail for $1.52 without any insurance. Should I write to the seller about this misrepresentation of the shipping in her listing? I'm really ticked off about this.

Most definitely!

She created the expectation of speedy service and charged for it. Take her to task and wake her up.

Before you do respond, decide what you want from this. Do you want an apology, your money back, a promise to stop erroneous advertising?

She may have made a simple mistake, in which case I would ask for the shipping difference and the insurance.

If it was not a mistake, I would report her to eBay for mis-leading advertising.

I totally agree with Itray. That's clear misrepresentation of services and a fleecing on the shipping!!!

I would ask for a refund on the postage. You paid for Priority not First Class.

On the insurance, normally I would say not to question it. When she chose not to purchase insurance, she self insured the package even if she doesn't realize it. If anything had happened she would have been responsible. However, in this case I would ask for a refund on that also. She was clearly charging you for services that she did not intend to provide. Based on that I believe she would have given you a hard time about a replacement or refund if the package was damaged or lost.

If nothing else, you will be doing a service for the next person who buys from her.

Absolutely. Did the item have DC? If not, you might want the have a little fun with her first. Ask her when you can expect to receive it. Tell her that if she shipped within 7 days, it should have arrived. If you don't have it tomorrow, you are going to do a chargeback through Paypal. Let her squirm a few days and then email her and vent about her fraudulent representation about shipping.

Say something??? Absolutely!!

She owes you $3.63.

Ltray and the others said it all.

OTOH, Sparkz' idea isn't all that bad!

I would definitely take sparkz advice and tell her that you are going to do a chargeback and then after you "receive" the package nail her for the shipping/insurance difference. She will probably be more than willing to refund the overcharge after hearing that you received the package.

Maybe you will be able to nip this in the bud right now so she would never do it again to another buyer. Sellers like this give the rest of us a bad name. I have even had some buyers "suggest" how to pack an item because in the past, they have had sellers do such a poor packing job.
