I have a Canadian buyer upset with me because I don't accept Paypal from Canadian buyers. They asked me to explain why, and I explained that transactions other than US buyers are not covered by seller protection. They want to know where on the Paypal website it says that, and I cannot find it anywhere, in fact, it looks as if they are covered.
Can someone clear this up for me please?

At present:

Which I read as:

US sellers to US buyers +
CANADIAN sellers to US buyers +
UK sellers to US buyers +
UK sellers to UK buyers

I believe it will change JUNE 17(?)?

Thanks Tom, they sure don't make it very clear. I will send the buyer the link, they are sellers also, and thought they were covered.

If you sent it via Global Express mail they could pay with Paypal.

Global Express is trackable and needs to be signed for so I think you are protected.

Officially, NO shipment from a USA seller to a NON-USA buyer is covered under the SPP!

PP may cover you if you use GLOBAL EXPRESS MAIL just as a gesture of goodwill -- but, if I'm sending something worth over about $35, I ain't gonna chance it, cause they would be well within their rights under their RULES if they told me "tough luck" even with SIGNATURE, etc.

Like I say, EVERYTHING with the SPP changes NEXT month, so these Talmudic exercises may have just become moot???

Notice Date: May 13, 2005
Estimated Effective Date: June 17, 2005
Beginning June 17, 2005, the PayPal Seller Protections Policy will be applicable to payments between buyers and sellers in the UK, U.S., and Canada. Additionally, the Seller Protection Policy will require that a payment include a confirmed address in order to qualify for Seller Protection. This does not change the requirement that the payment is marked as eligible on the Transaction Details page for the Seller Protections Policy to apply to the payment.

PayPal is set up to protect in order of importance: PayPal, Buyers, and Sellers (even though Sellers pay all the fees - they are lowest on the PayPal food chain). Shipment to Canada are often arbitrarily delayed at the border by US or Canuck Customs (see the many thread on Vendio & eBay forums for horror stories). So even if you had PayPal Seller Protection and sent via trackable carrier you might still get a payments reversal or chargeback up to 18 months later...

Fortunately most Canadians have easy access to US cash or bank drafts/checks drawn on US banks which are safe for small purchases from reputable sellers such as yourself. WU BidPay and MoneyBookers (cheap for Euro sales) are other safe seller options for cross border sales, that aren't subject to chargebacks or reversals. Additionally BidPay offers free direct deposit to US bank accounts, and MoneyBookers cheap fund transfers to US-issued Visa cards.

agitprop: I sell from Canada, but I don't take Paypal from Canadian or International buyers. It's hard for Canadian buyers to understand why a seller from Canada won't take Paypal from other Canadians. I hope that will change in June like Tom says.

We sell worldwide from New Zealand. Don't accept PayPal from anyone. Kiwis can pay each other (for free) by bank transfer much as most Canadian can do likewise. Why pay PayPal fees when you have a secure banking system and no risk of chargebacks or reversal?

Apparently the US banking system isn't all that secure if you read this recent news story:

Easy check fraud technique draws scrutiny

... so at least within the US there is a compelling need for a secure inter-bank transfer system (i.e. ACH) for consumers - CheckFree offers one solution via member banks.

Paypal offers buyer protection,thats why auction bidders prefer paypal,what does ACH offer??or western union money order? or wiretransfer??
we want to play retailers,we have to make enough to cushion some losses.

Paypal is sopposed to start confirming Canadian addresses within the next cople of months. In the mean time check out borderfree.com -- I have used it for about a year now. They offer seller protection for all transactions.

I just visted their site,the buyer pays,so where did they hide the fee schedule?
this is what they have to say-
Once you receive payment from Borderfree, and ship the item to the address supplied by Borderfree using a service that provides delivery confirmation and signature, you will not be exposed to any Buyer payment fraud. Borderfree will assume any risk due to fraudulent use of the payment methods Borderfree accepts (currently Visa only). However, in cases where the Buyer is able to prove that the item was not delivered as promised or that you misrepresented the item, Borderfree may initiate a payment reversal through PayPal if you are unable to reach an agreement with the Buyer directly.
