Is there a "safe" way to sell & accept payment from a Hong Kong bidder?
This bidder has a US ship-to address, but is registered in HongKong. So PayPal is out for payment. What are the "safe" options"?

(I know this has been discussed many times here and if there were a way to search Vendio forums I wouldn't have to ask again...)

My Ebay prefs currently disallow bids from buyers registered outside the US. I assume I'd have to open up to all foreign bidders (at least temporarily) to allow this one?

you can ask him to send you a western union money order from auction payment.com

If their US address is a confirmed address you deal with it like you would any other transaction.

Is it a high-value item?

I'd be careful about selling to someone who has a "ship-to" address in the US, but has their real mailing address in other country.

Western Union MO would be best if PayPal chargeback is a concern.

You do not have to open this auction up to international bidders. You can simple add his username to your exempt list and he can bid, but any other international bidders not on the list can't. The exempt list can be found on the same page as your preferences for blocking bidders in countries you don't ship to.

sparkz - thanks, I was hoping there was a way to open this up just for this one bidder!

after all this I hope he bids...

The safest way is payment into a bank account - in our case a HSBC multi-currency account in Hong Kong. Customers in HKSAR and China can make inward payments or deposits and we ship on verification of payment.

Needless to say no charge back or reversal risks.

International Money orders are good, BidPay is good, US Cash is good. Are you sure he is not confirmed in the USA? Or are you just assuming that because he is registered on ebay in Hong Kong? I have had many foreign bidders that have confirmed USA shipping addresses. If so, the PayPal is OK.

He started off by asking if I would ship to an unconfirmed address, to a friend in the US. So I know that his address is unconfirmed.

I'll stick with western union money order, that seems to be ok to him, otherwise bidpay or cash would make me rest easy. Not a lot of $ in this case, but I'd still rather avoid the risk & hassle of not getting paid with good funds.
