I just got this on my PayPal login page, although I can't find any info on the website.

I've noticed this too, and would be interested in knowing how it works.
I understand they want to expand, but I think it is lame from the buyer and the seller perspective.
As a seller, if I have a real store, I would have a lower merchant rate than paypal offers. Plus, they want $20 a month on top of it? No thank you!
As a buyer, there is no way I would feel comfortable giving any paypal info over the phone. I can see the scams now. Sure, we take paypal, all we need is your email address and your password, and we'll even give you a 50% discount for using paypal, and throw in free shipping...People are stupid, they will give this info out!

I can see smaller businesses going for this. We have a machine at work and whether we use it or not, it costs us $52 per month. We then pay per-charge on top of that. Last month we took in no credit card clients and it cost us $52 just for the privilege of having the machine.
