On Monday I mailed a package to a customer via Express Mail. It was guaranteed to arrive by Wednesday (we are in a rural area and it takes two days for Express Mail to get to most places from here). Well, the package arrived on Thursday, so the USPS should refund the Express Mail fee. Problem is, I generated and paid for the label through PayPal. The local Postmistress tells me that I have to apply online for the refund, but I cannot find a way to do this on the USPS site. I have emailed USPS but have not yet heard from them. I also sent an email to the Customer Service email address on the transaction detail page. I received a quick but worthless reply from PayPal advising me that a label can only be voided within 48 hours of its creation. I know that. I do not need to void the label. I need to apply for a refund from the USPS. Has anyone ever run into this situation and know how to get the refund? Thanks in advance for any help.

Thanks for the welcome, Jack. You're right; I've been lurking here on and off for awhile and have learned a lot from the people who post here. I've even started to post a few times, but always got cold feet. Took the plunge this time, though!

It's not your problem. It's the Post Office's problem. Take your express mail paperwork with you to the Post Office and hand it to the clerk. Tell him to track it. When he sees it delivered late, he'll refund on the spot out of the cash drawer. If he balks, ask to speak to the postmaster, or a competent supervisor. Paypal is not the Post Office. They don't owe you a dime. They have an unholy agreement with the P.O. to generate postage and remit to them, but they don't guarantee you anything. The P.O. offers the money back guarantee. The P.O. will refund your money.

How do I request a refund for a Click-N-Ship® label with PC Postage®?
On Click-N-Ship®, you can select the Online Postage Refund page from both Shipping History and My Account. The request will be verified, processed and your credit card account will be credited if approved.
Requests for online postage refunds can be submitted for one label at a time and on the Web only. Refund questions may be submitted at the contact us link located at the bottom of every usps.com page.

Thank you for your replies. I really appreciate your help.
Because this label was not generated through Click-n-Ship (it was generated through PayPal), I could not get the refund through Click-n-Ship.
I called the USPS toll-free number and explained the situation and was told to go to the local post office for resolution. So I called the local post office again and told the woman that. She then called her supervisor in Richmond (the one who originally told her that I should get the refund online). Eventually the supervisor called back and said that the local post office should give me the refund. So soon I am off to the post office to (hopefully) get the refund.
I think in the future, it may be best for me to pay for Express Mail at the post office instead of online!
