If a Reserve is not met ... is there a way to offer the item to whoever was the highest bidder?

I see some wording that says, "The reserve price is the undisclosed minimum sale price set by the seller. The seller is not obligated to sell the item unless the reserve price is met." ...... okay 'not obligated' but, can you offer it to the high bidder, thru ebay channels?

See if you can send a Second Chance offer. If it is a valid option, I think it shows on the closed auction page.

I haven't used reserves, so I don't know if it is an option, but it is certainly worth a try.

Thanx ltray ... ^ that was a question my friend had last night ... I will have her look there ... (I rarely use reserves too, so I didn't know how to answer her question..)

You can't send a 2nd Chance Offer if reserve isn't met.

I guess you could contact the highest bidder and offer to create a private buy-it-now listing for the item.
