I reported someone for non-payment a few days ago. Today she came back and bid on 2 more of my items and then emailed to see if I would wait until the others closed for payment!!

I would stick to my guns on my payment terms for the payment timeframe on this. I would email them and politely tell them they can not bid on any more items until their current items are paid for. Block their ID and tell them you will unblock their ID after they pay their current bill, unless you just want to keep them blocked. Now is not the time to go soft on your payment terms.

Ordinarily I'm the Big Bad Momma in Cell Block D, but I don't think I would cancel her bids OR block her from bidding.
Downside: You end up with a few more items you'll be filing NPB on.
Upside: You get more bids. A bid from a deadbeat who doesn't win is still a bid. And maybe she pays for everything all at once.

As a matter of policy, as soon as I file a UID, I immediately add that person to my BBL. Consider this: What if your UID results in their 3rd strike? They have absolutely nothing to lose by sniping every one of your auctions for the next seven days just for spite or mischief. Mike and Fluffy both make good points. What kind of gut feeling do you have about this person as a bidder at this point?

One of the items that she has bid on was a 10 day auction so she could have seen it when she won the other - of course that was the time she should have emailed me.
She has already been out bid on the biggest item and the other doesn't matter so I guess I'll just let it ride.
But in the further I think I will block as soon as I report a UID. You can always unblock. I never did it before because about 98% to 99% of the time they pay.
