There are several different PowerSellers phone numbers depending on your level. You would have been informed of them by eBay. Note that if you are a bronze PowerSeller you can't phone the silver or gold PowerSellers phone number.
Looks like basic PowerSellers are on there own. Must be part of the cutbacks to preserve profit levels (and executive bonuses).
