I was surfing and ran across an eBay Uk blog at http://ebaybulletin.blogspot.com/2008_03_01_archive.html.

From the blog:

The criteria for the new volume related discount is based on achieving a level of sales equivalent to that of a PowerSeller, the minimum being £750 for three consecutive months, or 100 items again for three consecutive months. If you currently sell just short of 100 items irrespective of value, it may well be worth introducing a new cheap line to take your volume over 100. Achieve this target and you will get a 20% discount on all your 'FVFs', you won't even have to register as a PowerSeller - handy.

Full details about becoming a PowerSeller at: http://pages.ebay.co.uk/services/buyandsell/powerseller/criteria.html

This is different from the US - right?

Yes, much lower threshold to become a PowerSeller and we aren't even in the UK yet we managed to get PS status and discounts. Maximum PS discount is 40% on FVFs, plus if you aren't in the EU, you get VAT @17.5% discounted from all eBay Uk fees. NICE!
