My Dashboard is there and says:
No discount: eBay has not yet calculated your PowerSeller discount
However, I qualify for the 15%.

It won't calculate your discount yet. And later on, you'll be able to see the fractions I believe. That will be more useful since you can see whether you're at 4.84 or 4.87. Are yours higher or lower or the same as your rolling average?

I wish I had access but I am not a powerseller and have no hope of getting $1,000.00 in sales in the awful month of March. But maybe in 3 months if I work really hard! Over 5000 feedback, 100% positive, DSR's high enough to qualify...but there is that pesky Powerseller hurdle to jump. Gives me something to shoot for. Glad to hear it is up and running and will come into play for you soon.

I wonder what will happen in my case. Each year I seem to get to Powerseller status for a few months then lose it during the Summer.
I lost it this month as I had been moving and didn't list much however I was a PS when the discount system started in February until about two weeks ago then ZAP...gone! I also got the little letter that says " We warned you to sell more or you would lose it." !!!
I wonder if I will get the discount for that period of time?

otteropp: I recently got powerseller status, but I expect to lose it in the summer. Craft sales really drop off then. When I click on the dashboard, I get the message that I am not eligible.

I can't even see a Dashboard because I don't have the 'status' anymore!
My word...I am a second class citizen without a Dashboard!

Don't depend on your actual DSR numbers to indicate if you qualify for the 15% discount.
My DSR's have been 4.9, 4.9, 4.9, 4.8 the whole way. According to the Dashboard, I only qualify for the 5% because the 30 day reads 4.9, 4.9, 4.7, 4.8.
So how does that happen?
Geeesh.

That's because eBay is only going to take into account, the past 30 days.
Kind of stupid as far as I am concerned.

Thanks for the heads up - I found out I am a gold power seller, I thought I was only silver...cool, not that it brings me anything else! Also, my shipping DSR went from 4.7 to 4.8 - which is amusing because I've gotten a couple of bad feedbacks this past month or so. Anyway, I hope it stays because I would love to have that 15% discount.

It shows all my numbers wrong. I have a 4.7 on both shipping stars and it show I have a 4.8. I've had a 4.7 since I got my first stars???
Also I have a 4.8 on Item as described since day one and the dashboard shows only a 4.7???

The dashboard can change every few minutes or seconds. It is based on 30 days, so as ratings go past 30 days, they "fall off." Apparently, your buyers for the last 30 days rated you higher on the shipping, and lower on "as described." That may change tomorrow, or later today, depending on how active you are. Sometimes, all it takes is one low number to make that change, depending on your fractional stars, which are not yet shown. You'll have a better idea when those numbers kick in some time in May.

It doesn't make any difference in my discount (and I can't do anything about it anyway) but I just don't see how it can be right for the last 30 days if it's NEVER gone down in 10 months (or however long we've had these stars). I don't sell many items a month so any change is quickly spotted.
I see what you are saying but I would think that at some point I would have to show a drop in Item as described and an increase in shipping. It's never happens and I check every day.

ladyjewels, that is exactly what perplexes me too. If had been shipping charges, which hovers at 4.8 I would understand, but shipping time which has never gone below 4.9...
Ah well.
We always ship within 24 hours, Monday through Friday, but
buyers perceptions of shipping time falls under the category of things I cannot change.
I won't spend a lot of time worrying about it and will just keep doing the next right thing.

Hmmm. Let's see what happens now.
March 24, 2008 | 06:21PM PST/PT
Some sellers are seeing incorrect 30-Day Detailed Seller Ratings within the new PowerSeller Discounts module of the Seller Dashboard (the rest of the Seller Dashboard will be released in May). To correct this issue, we will be taking the Seller Dashboard discount module offline from approximately 20:00 PT (8:00 p.m.) to 23:00 PT (11:00 p.m.) tonight.
