It entices people to relist their car.
The last time I looked,many cars have reserve and the bids never reach their reserve price.

This is a different category,4-5 figures starting bid,if the item sells ,they dont mind paying an extra $20 ( if it sells ! ).
If it does not sell,they lose 1 dollar!
Car is a depreciating asset,whether you drive it or not,so spending one dollar to list and paying an extra 20 dollars FVF is not a big deal for these sellers,many are car dealers anyway.

There are many car dealers selling on Ebay,they would be glad to pay that extra 20 dollars to move the car off the lot,dealer financing is not cheap.
We all know it is a very difficult environment for dealers and car makers right now!
Say that you are a car dealer and you really really need to move those cars rotting in the carlot.
You listed 20 cars on EBay for 4 days,total cost of listing 20 dollars versus 800 dollars.
You know from past history not all 20 cars will be sold.
Lets say 5 cars are sold,so you pay 109 x 5 = 545 FVF on those 5 cars.
Total cost to you -20 + 545 = 565
Without this promotion,it would have cost you 800 + 250 = 1050
So the saving is $485!
Enough to treat every one at the car dealership pizza plus buffalo wings!
