I have a buyer in Poland - I do not ship to Eastern European customers, and she also has an unconfirmed address. I explained this to her, but she continued to send emails that she wanted me to complete the sale anyway (after she complained about the shipping charge). I refused.

She has posted negative feedback to the effect of "seller should not be on Ebay" and slammed me in every category on my DSR's causing me to drop from raised to standard search status.

I was going to contact Ebay regarding this - has anyone had experience with this type of issue?

I have not needed to do any yet but I would think this would be one that you should report to ebay.

Just my opinion, but I don't think eBay will be of any help. You obviously allow sales outside USA, and don't have any statement in your auctions as to where you won't ship. Buyer has a right to be upset.

Ditto max's comments. Not only that, you can block buyers with Unconfirmed addresses from bidding but you have apparently chosen not to do so.

Chalk this one up to a learning experience.

She did not pay for the item. I think it's time to stop internationally all together for me. I don't mind shipping to England and some of the other European countries, but the Eastern European countries have been nothing but trouble for me, and short of just saying yes to European shipping but listing countries individually that I do not ship to, I don't know of another way.

The negative is not my issue, the issue to me is she should not be able to slam my dsr's if the transaction is not completed.

I'll give Ebay a try to see what they say. Can't hurt. Thanks for the input!

Recently I did a BIN on two items from a seller. She quickly refunded my money, explaining that she'd had to leave town to take care of a sick aunt and my things just happened to be amongst the stock she didn't have with her.

Gosh, what a coinkydink -- since all her other auctions were still running. Guess I just hit the unlucky jackpot, eh?

Should I be able to slam her DSRs?

No, because the DSR's are for completed transactions. You should be able to neg her though for not completing the transaction. How can you honestly rate as described, shipping time and shipping cost if the sale was not completed. Communication would be applicable, but the others not.

Caroline, with the US dollar so low, I'd think hard before pulling all international listings. Wouldn't blocking all unconfirmed addresses do the trick? The view of buyer experience (postive, neutral and negative) following a different set of rules and guidelines by eBay than DSR ratings boggles me and for now, I'm not adapting my business model to it.

Apparently not.

PayPal > Profile > Payment Receiving Preferences

True, it says "block payments" rather than "block bidding" but if most of your auctions are BIN with immediate payment (like mine) the net effect is the same.

I would never knowingly have a BIN that didn't require immediate payment.

Gosh, thanks, but I was hoping I could block bidders not just payments.

I already knew about the option to block payments. I also know it does not appear as an option if you are enrolled in the ESP program, as I am.

Also, it only blocks payments from US users so it wouldn't be much help to Caroline in this case.

At one point we had to choose to be enrolled in the ESP program but now PP is automatically enrolling all eligible powersellers.

This was recently posted by [email protected] on the PP discussion board:

"Yes, PayPal has begun to automatically enroll PowerSellers into the Expanded Seller Protection.

You can check your enrollment status by logging in to your PayPal account and going to the Profile page. If you see an Unauthorized payment protection link in the Selling Preferences column, you are eligible. Click the link to view your enrollment status.

Those of you who don't see the link in the Selling Preferences column, you are not eligible.

If you are not enrolled in Expanded Seller Protection you should still have the option to block payments from unconfirmed addresses, however this will only block unconfirmed addresses from US users. This doesn't apply to international users."

Unfortunately it wasn't a buy it now, so it wouldn't have helped too bad that's not an option in Ebay. Pixiamom has a great point about the dollar, which is why I've been resisting pulling all international sales.

I do now have a line that says I do not ship to Eastern Europe, but I stupidly used an older auction as a template that didn't have it in there.
