I see a real problem with the PayPal only with international bidders. It's been my experience that most have unverified addresses. Has eBay/PayPal changed their sellers protections if/when we ship to unverified addresses?

I think you mean confirmed addresses?

Here's the latest:

"As of September 30, 2008, all US PayPal sellers will receive improved seller protection previously available only to PowerSellers. The protection will be available to sellers at no additional cost. Sellers will be eligible for protection for claims, chargebacks and reversals for unauthorized payments and merchandise not received with the following improvements:

* No coverage limit

* No cap on items sold or dollar amount

* You will no longer need to ship to confirmed address to be covered for unauthorized payments for your items sold on eBay, allowing you can ship to buyers’ gift and work addresses

* Protection covers shipments to any of the 190 countries in which PayPal is accepted, so you can ship to buyers wherever they are."

Good question. I have had many buyers from China- one last week - that had Paypal and eBay addresses as ?????????? (must be in non-arabic letters)

Thanks, zippy, for the update. I had a Chinese buyers like yours, pixie...The address was REALLY strange and he paid with PayPal. I was really firm with not accepting his payment since he had an unconfirmed address...We exchanged multiple e-mails and he absolutely assured me he was legit and definitely wanted the item. I finally relented (it was not a terribly expensive item...$25 or $30 as I recall) and all went smoothly. He was delighted with the item and left glowing feedback. I do wish that eBay and PayPal would have some sort of an address check to sort out and correct those Chinese addresses! It seems to me that a string of "????????" in an address should raise some red flags somewhere in computer land. My Chinese buyers had a similiar address...maybe it was the same guy?

I have a Chinese bidder Green*buddha who filed 3 paypal disputes and won one.
He has private feedback and works with a woman to file charges ,so be careful.
Chinese auctions are hot,items starting bid at 20k-30k chinese dollars (around 3-5k us dollars)and Ebay is one hunting ground for them .

EBAY has 13,000 rules.

For each one you need to check the transaction page to determine if you just need proof of shipping or proof of delivery.

Also, it is kinda funny but typical that the session was never initiated due to technical issues...paypal, yeah.
