Hi
I received my package yesterday and didn't leave the seller feedback yet, Today she contacts me with this

Hi, I see that you received the item at 2:20 pm yesterday. Could you please go ahead and leave feedback? Paypal has changed their policy to where they hold funds from the seller until feedback is received from the buyer. Would you please do this asap? Thank you.

Her fb is 101 ...100% pos

Does PP really hold funds when a seller has that many fb ?

Is her feedback from sellers or buyers?

Here are the guidelines:

"Why would PayPal hold one of my payments?

To increase marketplace safety, we may hold payments that seem risky. Here are some common reasons for holding payments:

You have been an eBay member for less than 6 months, and you sell an item for more than $100, or

You have an eBay feedback score of less than 100, and you sell an item for more than $100, or

You have a Buyer dissatisfaction percentage** 5% or greater than 5%, or

You have an average Detailed Seller Rating (DSR) of less than 4.5, or

You have received fewer than 20 Detailed Seller Ratings in the last 12 months, or

You are listing your item in a high-risk category such as gift certificates, video games, cell phones, computers or consumer electronics.

PayPal doesn’t hold payments for eBay items if you meet the following:

You have been an eBay member for 6-months or more, and

Your total Feedback score is 100 or greater, and

Your Buyer dissatisfaction percentage** is less than 5%.
Or

Your average DSR is 4.5 or greater and

Your have received 20 or more DSRs in the last 12-months

Your buyer dissatisfaction percentage is less than 5%"

She is a member since 2004

her DSR rating is 4.6 for all except for shipping time which is 4.0

Her feedback is as a seller and only one fb as a buyer.

After reading what zippy posted I see no reason for her money to be held by pp plus she has a tracking number showing it arrived all she has to do is enter the # into paypal if they are really holding her money.

Maybe she has misunderstood the Paypal policy for holding funds...

"her DSR rating is 4.6 for all except for shipping time which is 4.0"

I think that's it.

Her DSR average is 4.45.

It makes you wonder. How can they do that? The sale was completed and item arrived. I have never heard of this one. So, let's say the buyer doesn't leave feedback. When do they release the funds, if ever and of course the seller went out on a limb by shipping before they received the funds?

Paypal should release the fund once their computer software updates the tracking status.
13000 rules,oh,so many rules cause EBAY allows anyone everyone to sell!
And Ebay needs everyone, anyone to sell so it can boast a vast array of merchandise !

So, maybe they are holding her funds because her shipping time is very poor and to get her to ship quicker they will hold her funds until her stars improve.

I mean really, how slow did she ship for her to get a 4.0 on shipping?

She shipped my item pretty quickly which I was surprised since I saw she is a slow shipper.

Either way her funds are safe and waiting for her once she shows pp that the item arrived.

It's in the User Agreement. That's how.

PP can and does. in this case I think the seller is trying some intimidation to get quick FB
To leave or not leave FB is still a choice. Any seller who has the brass to email and ask for FB is gonna have long wait!

"She shipped my item pretty quickly which I was surprised since I saw she is a slow shipper."

This tells me the PayPal hold is teaching her something about being a good seller.

As a buyer, I think that's great.

When she emailed me telling me pp is holding her money she was not complete in her statement. Because I do remember reading somewhere that if you show a track # your funds are released.

I was going to leave fb this evening since I haven't had time to do much work with my 4yr old grandson here for the weekend. I always do leave fb but when I'm ready to leave it not when I'm told to leave it ASAP.

As zippy mentioned: This tells me the PayPal hold is teaching her something about being a good seller.

If this is what it takes to make some sellers do the right thing then i'm all for it.

Paypal software may run in the evening or early in the morning to go up against USPS data base looking for all paypal related tracking information, it is not like every time USPS updates individual tracking,Paypal gets notified.
There could be a 24 hours lag from the time USPS updates its record to the time Paypal updates its record to release the fund.
See,this brings back to the Google check out issue, there are Ebay sellers who need the fund sooner than later, and Google checkout customer service does not work on weekend and does not have phone support and if anything fails and seller cant get their million dollars, what can they do?

It is true that PayPal can hold funds until positive FB is posted:

Safe Payments Requirements
Last January, Bill announced that all new sellers would be required to offer PayPal or a merchant credit card as a safe payment option. This requirement gives buyers a higher degree of protection when transacting with sellers who have little or no track record.

This year we're expanding this requirement to the following sellers:

* a small number of sellers who have the worst buyer dissatisfaction rates
* sellers with less than 100 feedback
* sellers who list in certain categories with higher rates of buyer complaints.

Also, for a small number of these transactions paid with PayPal, when eBay suspects the transaction may result in a dissatisfied customer, PayPal will delay release of the payment funds to the seller until the buyer has left a positive feedback or 21 days have passed without a dispute

I'd like to put context around this last detail for our good sellers: Sellers with an established track record and more than 95 percent satisfied buyers in the last 30 days will not have funds held. And, sellers on eBay will continue to receive the vast majority of payment funds much faster than other marketplaces.

Ditto on Amzn, but you can request fund tranfer to your bank account any time but it takes 2 days to complete the transfer.

Half deposits twice monthly.

As a Seller, we only offer payment by direct deposit (ACH) to your personal checking account. The balance of your accumulated sales is calculated on the 15th and the last day of each month.

Your payment will be deposited to your personal checking account approximately 7 business days after the end of the selling period. (Either the 15th or the end of the month.) Savings accounts are not supported for direct deposit.

When we are preparing to deposit monies to your checking account, we will send you an email letting you know what date to expect the money.
