Hi, anybody knows visa phone number I need to find out if one of my buyers hes the actual owner of the card I need help please

PAY PAL IS MY merchant they tell me they can't disclose any information about the card owner even that I told theme I will provide all the information and just respond to yes or no question I dropped authorized few months ago

"visa number" is gonna depend on the bank holding the account.

They usually do not disclose the name on the card,also name is not available on the data base which merchants access for authorisation,only the card issuer knows the name on the card.
If Paypal is not the issuer of the card,it would not know unless it is willing to call the card issuer of your buyer for you and they are not going to do so.
Paypal is not your merchant account provider,if all you have is Paypal or Google to process credit card transaction,then you do not have a merchant account provider.
Why do you want to know if his name is on the card?
is his shipping address confirmed?
you can also do some detective work and look up his address ?

Actually, hwahwa you are not quite correct. Your statement does hold true for Paypal. However, Google Checkout actually checks the transaction as it is done live. Not a week later like Paypal.

However, in libertywatches situation, the feeling of a stolen credit card will not be realized for at least a week, which happens to be outside of Paypal's manditory shipping time frame.

It's time to dump Paypal, ASAP.

I once had a merchant from San Francisco call me and ask me if I authorized a purchase of men's shoes to Fla. He did a reverse look up on my address to get my phone number. I had not and quickly called the card in as stolen.

Is the billing address the same as the shipping?

what is meant by done live?
They both access the same data base manned by a third party where 99.99% of credit cards issued reside,information such as credit card number,exp date,cc limit,status(active,expired,cancelled),billing address are available for authorisation.
When you walk into a store and they swipe your credit card,it is going up against that data base,when you use any online service such as Paypal to make a payment,Paypal accesses that data base it is all done online and instantly.
I am not aware there is another company offering similar service.
and I dont know what you mean by Paypal waiting a week ?
This third party company which man the data base relies on the credit card issuers to update information of their cardholders,small credit card issuers such as your local plumber assoc of Muncie,Indiana with 10 members may not have the resoruces to update promptly or even enroll in this service.
Sometimes you hear that certain card cannot be verified or address is not current,this is a reason why.

I used to have my own merchant account for my online store and I get to see the return code when the transaction is authorised and it is up to the merchant to interpret the return code and decide if he/she wants to complete the order.
Sometimes I will do a reverse lookup of the phone number provided and see if his name is on the shipping address,sometimes I will call and chat with the person (you can always find an excuse like just to clarify the shipping information or item ordered).
With overseas order,it gets dicey once I called Switzerland and the buyer was sleeping; sometimes I called the bank which issued the credit card and get transferred from dept to dept.
In the end no matter how much information you have gathered,it comes down to your own judgment,like Tom always said-dont lose more than you are willing or afford to lose!

Some online stores will ask the customer to fax a copy of the latest credit card statement and/or back and front of the credit card used.

Hi, Thank you all, Billing and shipping address the same HOWEVER the bank that issued the card is non us card and the customer provided international phone number.
Anybody can buy credit card numbers on line this days for few $$ The bottom line I told my client I will not be able to ship his goods for two weeks I told him I'm on vacation I want see his reaction

do you have a google checkout account?
You may try keying in his cc number and see what happens?
This is where a merchant account provider aka the bank comes in,the first few digits of the card denotes the issuer and they can tell you which bank issues the card and if it is a gift card bought online.
Paypal extended seller protection program if you are are in it,will protect you as long as you have proof of shipping and ship to the address provided in Paypal notification email.
if over 250,or whatever the amount,proof of signature/

Just quick update, this tarsaction done trough yahoo store, Billing and shipping address the same Client provided international Credit Card and international phone number THEY DO not have us phone number also under trasaction risk this memo comes up

AVS: G (No address information (international card))

AVS (Address Verification System) is a system that attempts to match the billing address that your customers enter in the Billing Address fields during checkout. When the credit card entered is authorized, AVS checks to see if the cardholder’s address entered during checkout matches the address information on file with the issuing bank. AVS returns codes that match AVS Rules set by the merchant based on an Order Minimum about the address such as if the address and or zip/postal code match.

What you think I should do the bill is $160

You said you dont use Paypal?? so you must have a merchant account else the AVS codes would not be available?
