Yesterday a buyer changed the shipping amount on an international item purchased from my store. It cost $24 to ship and she paid $15.
I shipped it anyway at my cost as the offer price was the best offer I had received on the item to date.
I'm fighting the desire to say something to her. I know I should just let it go but it ticks me off just a little.
I had the item set to take anything over XXX so I never saw the offer - just that it sold. I wonder if she could have set that shipping amount as a condition? Is there a way to see the original offer? I can't find it.

I think it's outrageous that a buyer would change the shipping amount. How can that be okay with eBay/PayPal?

There are reasons to have this option available to buyers.

"You can allow your buyers to edit the payment total to account for additional charges or discounts that you weren’t able to specify up front (for example, extra shipping charges). If you choose this option, buyers will be able to edit a field when they review their purchase, as shown below:

You might use this option if your final price has contingencies, such as:

You have complex shipping options and would like the buyer to select from these options.
You offer multiple-item discounts, which buyers can choose from based on their purchase.
If you choose this feature, be sure to specify clear payment instructions. These will be displayed prominently to buyers when they review their purchase. Buyers can then enter the appropriate adjustment and pay you faster because they don’t have to request the total from you. If a buyer pays too little, you can ask him or her to pay the additional amount through any payment method.

Note: A buyer is always allowed to edit the total during payment if:

You did not specify any shipping costs or did not include the shipping calculator in your listing.
The buyer has an unusual ship-to location for which you did not specify shipping costs (for example, international locations)."

You can turn this option off in your preferences.

IMO, you lost the right to say something to her when you accepted the payment and shipped the item. I would have refunded and re-invoiced.

zippy - there was an international calculator in the listing and it quoted the correct amount. I've never allow buyer to edit the amounts as I combine and discount manually if needed. I'm not sure how she did it but I have to agree I've lost right (but not the desire) to say anything.
It was a matter of convenience for me. I had to go to the PO and stand in line for another 1st class international so I decide not to take the chance of having to do it 2 days in a row. My time is worth more to me. Plus like I said she purchase at a nice price and I would have taken a little less.

Did you double check your preferences?

I know ebay will deny that it is possible but I swear, in the past some of mine have changed without any input on my part.

I just copied this from my account settings:
Payment from buyers Hide

Use checkout Yes Edit
Offer PayPal on my listings Yes
Display "PayPal Preferred" on my listings Yes
Include my items when buyers pay all their sellers at once using PayPal Yes
Allow buyers to edit payment totals No

So it should not have allowed her to change it but she did.

I believe that it might be one of Ebay's infamous computer glitch. they seem to have a lot of that in the past several years. I noticed that while changing settings for all the upcoming unwanted changes, Ebay had reset my international selling features. I stopped selling international quite a few years ago but in going into the current listings, I notice that I am selling worldwide again. I do not know when this happened but I didn't change my settings.

Another "glitch" comes when selling multiple items and saying the extra item is only an additional $1.00. If you require insurance, the buyer is charged insurance on each item even if each item only sold for 10 or 15 dollars.

I have been refunding a lot of $1.70s lately.
