I just got an email from a buyer with the header "Item I received was not as described" the body of the note is "Vase arrived with no damage to the box but broken in two where the vase was welded to the base. If you will send me your e-mail address I will send you a picture."
I am afraid they are going to file 'Not as described' because the Post Office broke it! The piece is insured so should I just refund and file with the Post Office or does he have to?

Post Office has to see the piece first,go to USPS website and check the latest.
Some one will come along and tell you how to do it,you may be able to file online.

Go to www.usps.com/onlineclaims
Sign In or Register with www.usps.com (free) – users only need to register once so be sure to keep your user id and password
Provide your insurance article number for the domestic claim for loss or damage. It is found on the package or from your online label record - refer to: What is an article number and where can I find it? for more guidance.
Optional: Provide the Click-N-Ship transaction number or eBay auction number
Proof of Value is required for all claims - refer to Steps to provide Proof of Value for more guidance
Complete the online claim form - with detailed information about your claim. You can even upload pictures or other documentation to support the claim.
When your claim has been successfully submitted online, you will receive an email confirmation.
For damaged claims, you will need to present the damaged item and packaging to the Post Office for inspection. Refer to Steps to provide Proof of Damage for more guidance
Once all of the required information for your claim has been submitted (including the damaged item if applicable) - you can check your status online at www.usps.com/onlineclaims by logging into your account.

It looks like your buyer will have to bring the item to the post office so they can see the damage.
Tell him to shut up and not remind the post office the outside box is not damaged.
It is a popular excuse USPS likes to use to wiggle out of payment!

Thank you all, I started the claim online and am waiting for the buyer to send me a photo so I can finish the claim. I just hope he doesn't do the 'not as described' thing. That may be whatever he choose to get in contact with me and I am worrying for nothing. Not unusual for me LOL
