Yes,I have seen it.
Who has time to check every listing?
Remember the good old days when every item is bidded up to the moon and no one cares how much is listing fee (5 cents) and no one cares how much is FVF(5%)?
You can sell 7k worth of goods and the bill is only 200-300 dollars and you mail in your check to Ebay!
Then comes reserve, then comes fee avoidance, then comes rubber check, then comes Billpoint and Paypal, then there is fee increase, suspension, shill bidding,so now we have 160,000 rules !
I did not make up this number,Ebay staff told the judge in court defending Ebay vs Tiffany !

I have a premium store, when I list an item,it will tell me how much my FVF fee will be for the item, not including shipping.

I thought the FVF on shipping was going to be 9%. If you change the options and the shipping cost the FVF on shipping changes.
I used $100 shipping cost and make changes to all the options and the shipping cost FVF goes from just under 5% to 9%.
This is going to be harder than I knew.

Make life easy for yourself, only list items which will sell and sell for mucho dinero, that way you dont have to worry about FVF on shipping or FVF period.
Who is that guy in OK who said-buy stock, when stock goes up,sell them.If they dont go up,DONT BUY THEM!
